Viewing Mr. Frotter's private Clock and considering that I alone could suffer by his absence I certainly deemed it unnecessary to report such absence to His Excellency. If I have been in error in this respect I regret it, and will take care that it does not occur in future, seeing His Excellency does not call in question my right to grant the leave of absence.
I have, &c. (Signed) John Waller Hulme, Chief Justice.

Re-checking and found that the original text has "I I certainly", "Nr." instead of "No.", "Honghongs" instead of "Hong Kong", "lis" which doesn't make sense, "Zane" which is unclear, "perice" instead of "period", "Im" instead of "W.", "Caste" which is unclear, "Je, Je." which doesn't make senseViewing Mr. Frotter private Clock and considering that I alone could suffer by his absence I I certainly deemed it imecessary to report such absence to His Excellency.
